Yaaleh VeYavo is a special prayer inserted in Shmoneh Esrei and Birkat HaMazon on the holidays. The laws of if someone forgets to mention Yaaleh VeYavo are organized below:
Reminding the Congregation
# There is a minhag in some shuls for the Shaliach Tzibur to remind everyone about Yaaleh Veyavo before Shemona Esrei. At Arvit he can actually say the words "Yaaleh Veyavo" out loud but at Shacharit in order not to make an interruption between Brachot Kriyat Shema and Shemona Esrei he may not do so but he may make a noise by clapping on the Bimah.
# In some shuls there is a minhag that the Shaliach Tzibur in the middle of his silent Shemona Esrei says the words "Yaaleh Veyavo" out loud so that others can hear him to remind them to say Yaaleh Veyavo as well.

Rosh Chodesh on Shabbat
# If Rosh Chodesh fell out on Shabbat one should say Yaaleh Veyavo in Shacharit, Mincha and Arvit which are otherwise the same as Shabbat davening. Mussaf is Atta Yatzarta.
# If someone forgot to mention Yaaleh Veyavo it has the same halacha as though he forgot during the week.
