Brit Milah on Tisha B'av

Timing
- A Brit Milah that falls out on Tisha B'av should be performed after Kinot. Some wait until after Kinot.[1]
Brachot
Hagefen
- The cup of wine or grape juice is given to the mother to drink since she is exempt from fasting on Tisha B'av since she gave birth just 7 days prior. There shouldn't be a break between the hagefen and the drinking.[2]
- If the mother wasn't there or didn't hear the bracha, the should give the wine to a child that is older than 6 years old but younger than bar mitzvah.[3]
Besamim
- Besamim is not recited at a Brit Milah performed on Tisha B'av.[4]
Naming
- Some name the baby "Menachem" when the Brit Milah is performed on Tisha B'av.[5]
Clothing
- The father and mother of the baby as well as the sandak and mohel should wear Shabbat clothing for a Brit Milah, even though it falls out on Tisha B'av. If after the brit they continue with Kinot or Iyov or Yirmiya they should change back out of their Shabbat clothing.[6]
- The father, mother, mohel, and sandak should not wear leather shoes.[7] If Tisha B'av fell out on Shabbat and was delayed to Sunday there is a discussion in the poskim if they need to refrain from leather shoes, but in conclusion they should be strict.[8]
- The father, mohel, and sandak may not shave or take a haircut on or before Tisha B'av even though the Brit Milah is performed on Tisha B'av.[9]
Eating
- The father, mother, sandak, and mohel may not eat on Tisha B'av even though the Brit was that day.[10] It is only permissible for them to eat if Tisha B'av was delayed, meaning it fell out on Shabbat and is delayed to Sunday.[11]
Learning Torah
- The father, mother, sandak, and mohel should not learn Torah on Tisha B'av as usual, even though the Brit Milah was on Tisha B'av.[12]
