Are you sure this applies at all by netillas yadayim in the morning, when acc. to the Rosh the whole reason for the mitzvah is because the hands are NOT clean (and although it does seem from the rosh in Berachos 9:23 [see Agur hilchos tefillah 3] that youre allowed to make berachos in the morning with yadayim metunafos, the shulchan aruch clearly rules like the rashba that youre not allowed to), and therefore it should be assur to say any berachos prior thereof? I'm pretty certain Rabbi Lebowitz's anecdote with Rav Schachter was by Netilas Yadayim for a seudah.
