A utensil which is only in contact with the food at a time when it isn't edible according to Shulchan Aruch Y.D. 120:5 doesn't require tevila, but according to the Rama should have tevila without a bracha. Tevilat Kelim 11:150 applies this to a metal flour sifter that it should have tevila without a bracha. Kof K agrees. However, the coffee is edible after it emerges from the coffee filter so the filter does require tevila.
